Who is 21?

#21 is from a show called Venture Bros. He's a henchman for a villain known as THE MIGHTY MONARCH!
So a mook, basically. But also a funny and interesting character. His evolution from gag character to genuinely competent and strong addition to the cast of Venture Bros is really what the show's about!
